  • How long Russian and Ukrainian can stay in Turkey without Residence Permit?

 Ordinary Russian passport holders are exempted from visa for their touristic and business travels up to 60 days. Service passport holders are exempted from visa up to 30 days on condition that not to exceed 90 days within any 180 days period. Diplomatic passport holders are exempted from visa for their travels up to 90 day.

Ukrainian nationals holding diplomatic and official/service passport are exempted from visa for their travels up to 90 days. Ordinary passport holders are exempted from visa for their travels up to 90 days. Citizens of Ukraine may also use their valid biometric identity cards during their travel to Türkiye.

Ukrainian and Russian nationals must obtain a residence permit if they wish to stay in Turkey for longer than the period allowed by the visa exemption or for more than 90 days in a 180-day period. Residence permits are issued for different durations depending on the type of the residence permit. Otherwise monetary fine (for each day)  will be imposed and under certain circumstances entry ban  will be applied.

  •  Does Russian and Ukrainian Has to Apply For Residence Permit To Stay In Turkey?

Applicants can apply through the system (https://e-ikamet.goc.gov.tr/) by themselves. But since the process is complicated, to get desired results we strongly recommend that applicant must get legal advice before applying.

  •  Does Visa Exemption or Residence Permit Grant the Right to Work?

Visa exemption or residence permit does not grant the right to work in Türkiye (Turkey).

Work Permit Have Equivalency to Residence Permit.

The foreigners want to work in Turkey must get work permit. Otherwise monetary fines that has been regulated in the International Labor Code numbered 6735 and other legislations will be imposed both to the employee and employer.

  • How Can Russian And Ukrainian Apply to The Work Permit?

– Work Permit Applications are concluded positively or negatively by the Ministry of Labor and Social Security (“MLSS”). Work Permits have equivalence to residence permits. Thus, should a working permit is approved by the Ministry, the foreigner is charged an Entry Visa Fee, Work Permit Certificate Fee and Residence Fee by the Turkish consular offices. Since Work Permit Card substitute residence permit in Turkey, “Work Annotated Visa” issued by these offices can only be used for entrance and for 90 days at maximum.
– You may find the list of those documents in the MLSS’s website ( http://www.csgb.gov.tr ). Applications are finalized by the MLSS within thirty days at the latest. Right after your arrival in Turkey (before starting to work), you should be registered at the local police department within one month to obtain the necessary residence permit.
– Work permit is granted to foreigners who will work in Free Zones in our country by the Ministry of Economy, to those to work in units under Ministry of Culture and Tourism by the mentioned Ministry and to foreign national personnel to work in universities by the Higher Education Board.

Pursuant to the International Labor Code numbered 6735 and the Regulation on the Implementation of the International Labor Code, there are certain criteria that must be fulfilled by employers and which are taken into account by the MLSS. Indeed, although these criteria might seem challenging for employers, currently, as we have seen from our practice, the Ministry is generally granting exceptions under  certain criteria.

  • How Does Long Application Take?

Evaluation is taking 6-8 weeks based on the workload of the MLLS.
